Your business uses VOIP phones as well as you have some employees surfing the web, and an ftp server. To keep a nice clear conversation on the VOIP phones you would assign most bandwidth to the phones. Next you would assign some bandwidth to web surfing. The last step would be the assign a minimal amount to the ftp server, resulting in less bandwidth being "chewed up".
